
The inauguration and cooperation signing ceremony for the Bay-Area Corporation of Low Altitude took place in Zhuhai, Guangdong province on March 25.
This event marks a significant milestone in the strategic collaboration between Beijing Institute of Technology (BIT), Zhuhai city, and China Railway Signal & Communication Corporation Limited (CRSC). The partnership aims to advance the national low-altitude economic strategy and promote high-quality development in the Guangdong-Hong Kong-Macao Greater Bay Area.
In his address, Zhang Jun, secretary of the CPC BIT Committee, described the collaboration as a convergence of a prestigious university, city, and enterprise. He expressed hope that the Bay-Area Corporation of Low Altitude would become a hub for low-altitude talent and ecosystem, pioneering in cross-border flights and regulatory integration, and significantly contributing to the integration of the low-altitude economy in the Greater Bay Area.

During the event, the Zhuhai National High-tech Industrial Development Zone Management Committee and the Bay-Area Corporation of Low Altitude signed a framework agreement for the development of low-altitude intelligent application technology for forest fire prevention and control. Additionally, the Zhuhai Public Security Bureau and BIT Zhuhai signed an agreement to establish a joint innovation center for low-altitude safety and police aviation, aiming to build an innovative ecosystem for low-altitude defense and police aviation applications.
The event also featured keynote speeches from distinguished guests from Hong Kong and Macao.
In October 2025, BIT, Zhuhai city, and the CRSC signed a memorandum of understanding to initiate the establishment of the Bay-Area Corporation of Low Altitude. This joint effort aims to create a high-tech enterprise and an integrated innovation consortium that focuses on the new frontier of the national low-altitude economic strategy.
Looking ahead, the three parties will use the institute as a core platform to deepen collaboration between academia, local government, and industry, facilitating the commercialization of technological achievements and supporting the Greater Bay Area in becoming a hub for low-altitude economic development.
