The first meeting of the third council of China Overseas-Educated Scholars Development Foundation (COSDF) was held in Beijing on Nov 2.

The meeting elected the third council members and leading body members. Cao Weizhou was elected as the chairman. Sun Zhaohua, Xu Changdong, Wang Chaoyong, Yang Lan, Wu Yuhua, and Fu Xinchen were elected as the vice chairmen, and Zhuang Liang was elected as the vice chairman and secretary-general.

Ding Zhongli, vice chairman of the NPC Standing Committee and president of the Western Return Scholars Association (WRSA), and Wang Zuoan, vice minister of the United Front Work Department of CPC Central Committee, issued letters of appointment to the directors and supervisors of the COSDF third council.

Zhuang Liang gave a report on the work of the first meeting of the third council of COSDF. He reviewed and summarized the key work of the past nine years and looked forward to the new situation and pattern of the foundation's development under the background of the new era.

Authorized by the State Council of China and initiated by WRSA, COSDF was established in Beijing in 2007. It aims to progressively promote the building of a moderately prosperous society in all aspects and realize the Chinese dream of national rejuvenation, drive in-depth implementation of the strategy of “reinvigorating China through human resource development”, as well as facilitate the healthy development of overseas-educated scholars’ careers.

The COSDF is a state-level international public-raising foundation. It is registered at the Ministry of Civil Affairs and is under the administration of the United Front Work Department of CPC Central Committee.
